How much is the annual gross income of the company and how many full time and part time employees on the payroll including the office admin ?
What kind of TMs are in the vans and how many hours on them ? How many miles are on each vans ?
Pictures of the vans would help, $ 510 / month is really cheap for the office lease, how many sq ft and does it hold 3 vans in it or they have to be parked outside the office ?

Haha, you and think alike!! As I was reading his post, I had all the same questions........including Rob''s Q, which where I was thinking, "Local" to what, me?
And here I thought slavery was a thing of the past, but apparently not in AZ, where sub-contractors are being sold!!
OP, I'm joking, but I do think you would have a much better chance if you provided all pertanent info.

Unfortunately, service businesses don't have much resale value. Unless, they are a large grossing multi van operations with many commercial contracts. Employees doing the work, office staff answering the phones...
That business would have to gross 2x asking price.
But then who has 200k to drop down on the table?
I've acquired 3 over the years; 2 of them the owners were closing the doors any way, and got them for nothing. In fact, did a church today that was from one of those Biz's.

I somewhat agreed with Matt, selling a business is like selling a truck mount, there is no blue book, it's what people are willing to pay, now I heard a lot of times that usually service companies are sold at one year gross sales assuming it's fully operational. I would pay one year gross sales amount only if they have close to perfect review in Internet and social media AND their equipments are CLEAN and well maintained and they would have to be an air cooled prochem less than 5 years old. Notice how I put all caps on "clean" lol.
Oh those reviews have to be a substantial amount, like over 100 in total between Yelp, AL and Google.
However I would still offer half that amount first and then go from there, like Davey always say, sales 101, lol.
