Pump takes a while to build pressure
If i put the wand down for any extended period of time it will take 10-60 seconds at times to build pressure. rebuilt seals and checked valves seemed ok. Supply side leak?

If you have a leak on the supply side it could be pulling air also. Also service your pressure regulator it may not be working properly may need lubing.

It does sound like an unloader problem right. You set the wand down the pressure builds the unloader bypasses the water, you pick up the wand pull the trigger the unloader takes its time to close.
Isolate the chem meter and hoses to make sure the meter doesn't have any cracks and hoses don't have pin holes and sucking air from there.

Can't add anything....great advice all around.
My money is on the chemical feed pump sucking air as mine did that a few years ago....right before it cracked a plunger.

I think that's the first thing I'd be looking at too, an air leak on the intake side. Completely close off the chem injection and see if it helps.
Worn pump seals on the low side have also caused me to have the problem you're describing.......but it's usually an air leak causing captivation.
If you have a Dwyer meter for chem, look for any air bubbles in it.
