Would something as easy as an insulated blanket thrown over the equipment with a space heater under it work?
I know nothing about this cold stuff, and I'm sure that's too easy or would have already been done I guess??

His problem is more when he is driving and has no heat to keep things warm...parked a heater inside maybe in a garage would do the trick.....his lines and chems etc are subject to freeze during the drive to a customer.

That is the problem in a nutshell.
Electric blankets help, but lack the horsepower to make enough impact. I was looking at the webasto diesel heaters last year which are what the semi guys use in their sleepers and some cargo areas.
They just tap right into the diesel fuel tank and use about 1 gallon per day, but they also put out about 4k btu of heat. Great for a cab, but not the box truck without good insulation.

Probably the only good way would be to install a recirculating pump and just keep the water moving through the equipment, but it might be just another pita to set up.
