So I went out to start up my back up TM- to let it run for abit. I do that every now/then. Hav'nt used it for a year. Got no water pressure. IT HAS been kept heated thru the winters. BUT got no pressure. Yes it had fresh water supply/hook up.
Can the pistons lock up or stick if not used for awhile? NO, there was no freezing.
*its a General pump.

2nd Q: I have another General pump that did freeze a few years ago and was leaking. It is sitting in the shop. Can these be rebuilt in any way and be serviceable.? Or is it toast?

If the pump has a clutch on it make sure that it is turning. What kind of unit is it.
If it as been seating with no water in it the pump may need to be primed. If you have a water Bx make surh the water is getting to the pump if so then with it running put your hand inside the water box put your thumb over the outlet hole to pump see if you feel suction if yes the put your thumb on the hole for a few seconds the remove it try this afew times and see if press. comes up.
If no suction then we have problems then PM me and we'll talk
