Labels are pretty rare to find, but there is often some model number or code on them somewhere. A little detective work should find the rest of the answers.

The key thing to look for is if it has a "Made in the USA" marking or maybe a "Dupont" label somewhere. Most of the USA-made velvet are a synthetic base (nylon mostly) with a poly/cotton backing. They are far easier to clean and have built-in water and stain resistance.
So, if you can't find any information from the customer or from a seat label, codes, or logo, then test the fabric with a burn test to see if it is synthetic. Hopefully, you will get good news from it.

I haven't seen a theater yet that didn't have a couple of busted seats in the closet somewhere....test formula and methods on them.
Don't worry about the fire protection so much. Just make the customer aware of it so they take the risk. It doesn't wash away that easily, just good to throw it out there. It shows the client that you know what you are doing and keeps you out of legal issues.
